The presence of the head of the Brazilian monetary authority joins that of other public policymakers on Web3 in Latin America
Rio de Janeiro, August 1st, 2025 – One of the most prominent public officials involved in the Web3 universe in Brazil will be present at Blockchain.RIO 2025. Gabriel Galípolo, current president of the Central Bank, will be the special guest at the opening panel of the event, on August 6 at ExpoRio, in Rio de Janeiro.

An economist by training, Gabriel Galípolo has led the Brazilian monetary authority since January of this year, succeeding Roberto Campos Neto. Previously, he was the institution’s Director of Monetary Policy from July 2023 to December 2024. He also served as Executive Secretary of the Ministry of Finance from January to June 2023, has worked extensively as a professor at PUC-SP, and has held positions at Brazilian financial institutions.
Under Brazilian legislation since mid-2023, the Central Bank is responsible for overseeing and regulating the country’s cryptoasset market, with a twofold objective: to foster an environment conducive to innovation while maintaining legal and institutional security for companies and end users. The entity has also held a series of public consultations to improve the regulatory framework already in place.
“By accepting the invitation to participate in Blockchain.RIO, Galípolo repeats Campos Neto’s gesture last year and sends a clear message to the entire Brazilian ecosystem involved in tokenization, stating that Brazil sees blockchain as a bridge to the future. It also demonstrates that the country views this issue as a state policy, regardless of who is in charge of the government, which brings even greater security and credibility to the market,” emphasizes Francisco Carvalho, CEO and creator of Blockchain.RIO. “Finally, it reinforces Brazil’s leading role in the world regarding Web3,” adds the executive.
Latin American Authorities
Blockchain.RIO, which runs until August 7th, brings together enthusiasts, researchers, executives, and a range of public and private organizations directly or indirectly involved with a technology that has already transcended the financial system and is generating impacts in various areas of daily life. One of the highlights of this year’s edition is the significant presence of regulatory authorities from different Latin American countries, providing a broad perspective on how blockchain has been addressed in distinct economic, social, and legal scenarios. Otto Lobo, interim president of the CVM (Securities and Exchange Commission), Juan Carlos Reyes, president of the CNAD (Digital Assets Commission of El Salvador), and Roberto Silva, president of the National Securities Commission of Argentina.
In addition to Galípolo and monetary and regulatory authorities from Latin American countries, the other names already confirmed for the 2025 edition of Blockchain.RIO help give an idea of what to expect from the debates, meetings, and other activities. Blockchain.RIO Stages and Themes
The following stages have also been confirmed for Blockchain.RIO 2025, covering the various topics already impacted by blockchain technology:
● Blockchain Insights, the main stage of Blockchain.RIO, will host the opening panel and feature leading industry names to discuss market trends, challenges, and opportunities.
● “CRIA,” from the Center for Regulation and Applied Innovation (CRIA) and dedicated to ongoing research within the organization’s scope;
● Regulation Rocks, with Fenasbac (National Federation of Central Bank Employee Associations), which will address how regulation is evolving alongside technology.
● Global Finance, with Abracam (Brazilian Exchange Association), focusing on stablecoins and cross-border payments.
● Blockchain Forum Latam, with panels entirely in Spanish and dedicated to players from different Latin American countries.
● BRidge, with panels entirely in English, positioning Brazil as a bridge for project exchange beyond Latin America.
● Crypto Summit, with panels focused on providing a clearer understanding of cryptocurrencies, blockchains, tokens, and everything that’s coming in this ecosystem
● Legal Hack, which will highlight the legal environment with a focus on regulation, protection laws, and the rights and responsibilities of the stakeholders involved
● LFTD – Linux Foundation Decentralized Trust, a track led by the Linux Foundation, a global leader in open technology development
● Launchpad, which will be the stage for innovation, showcasing promising startups and projects that could become success stories in the blockchain market
● Sebrae, curated by the company and aimed at those considering entrepreneurial innovation in this market
● RWA Summit – Real World Assets, which will present how blockchain is being used to use real-world assets such as real estate, energy, and agricultural production in this environment to facilitate investments and understand security and traceability
● Cybersecurity Summit, a stage aimed at organizations and initiatives seeking to anticipate key topics such as cybersecurity and artificial intelligence
● RefiSummit, a space dedicated to regenerative finance and the positive impact blockchain is already having on areas such as education, the environment, and inclusion.
Blockchain.RIO will also feature an NFT-based art exhibition, NFTalks.
The week-long Blockchain.RIO event concludes an extensive and busy program that began in March with the Blockchain on the Road program, which brought content about Web3 and crypto assets to universities across Brazil. In total, the initiative included 17 higher education institutions in 12 cities—including São Paulo, Recife, Curitiba, and Florianópolis—impacting at least 2,500 students with a focus on developing new talent.
