Congress on Digital Citizenship unveils biometric initiative for newborns and celebrates Brazil’s leadership in secure, inclusive identity infrastructure

Brasília, Brazil — Brazil is redefining the future of digital identity and child protection with the launch of the National Pact for Neonatal and Child Identification, a groundbreaking initiative presented at the 2025 Congress on Digital Citizenship (CCD), held from September 23 to 25 in Brasília. The CCD is the main gathering of authorities, specialists, and public and private institutions to discuss the future of digital identity and citizenship in Brazil, with the goal of achieving National Integration and modernizing the country.
A major highlight of the event was the milestone of 35 million National Identity Cards (CIN) issued across Brazil. This figure is equivalent to the entire population of countries such as Canada (North America), Morocco (Africa), Malaysia (Asia), Poland (Europe), and Argentina (South America)—underscoring the scale and ambition of Brazil’s civil identification strategy.


For Esther Dweck, Minister of Management and Innovation in Public Services, the CCD is “not just about technology, but about people, about the citizenship that unites us, and about the Brazilian State’s commitment to building a more just, safe, inclusive, and sovereign country.” She emphasized that Brazil has made significant progress in recent years to ensure real access to public services, especially digital ones.
“Digital inclusion is not a luxury or a distant promise; it is a necessity and a duty of the State. Every digitally included person is someone who can access social benefits, healthcare, education, security, culture, leisure, and opportunities for development,” said Dweck.
The CIN consolidates civil registration under a single national number (CPF), integrates biometric data, and enables secure identification both physically and digitally.
“The CIN is not a government policy—it’s a state policy. It requires a government that treats it as a priority, but it transcends political cycles. It’s a structural action that places the citizen at the center of public policy,” Dweck added.
Rogério Mascarenhas, Secretary of Digital Government, celebrated the issuance of CINs even for children and pointed to the next frontier:
“The CIN is inclusion, and that inclusion begins with registration in early childhood. One topic discussed at this event is issuing CINs abroad. There are 5 million Brazilians living overseas without this document. We need to move forward,” Mascarenhas stated.
The National Pact for Neonatal and Child Identification, launched on September 24th, 2025 mandates biometric linkage between newborns and their mothers—and preferably their fathers—at birth. The initiative aims to prevent child trafficking, abduction, and maternity ward errors, while strengthening legal and social protection.

“If we manage to prevent the abduction or trafficking of even one baby, one child, it will have been worth it,” said Célio Ribeiro, President of ABRID.
Promoted by InterID, ABRID, and FrenID, the Pact was signed by all Brazilian Identification Agencies from all state, the National Council for the Right to Identity (CONADI – Conselho Nacional do Direito à Identidade), and the National Council of Forensic Police Directors (CONDPC- Conselho Nacional de Diretores de Polícia Científica). And, it supports ONU Sustainable Development Goal 16.9, which calls for legal identity for all by 2030.
The CCD also showcased Brazil’s Public Key Infrastructure (ICP-Brasil), which enables secure, traceable, and scalable interactions between citizens, businesses, and government. With full compliance to international PKI standards—equivalent to the European Union’s eIDAS regulation—Brazil’s infrastructure is recognized as one of the most robust and trusted in the world.
As of September 2025, Brazil has 15,287,459 active digital certificates (not expired or revoked), with 53.3% issued to legal entities. These certificates are used by millions of companies, people and equipment to interact securely with the Federal Revenue Service, for example, ensuring authenticity, integrity, and accountability in digital transactions.
