A groundbreaking report by the Secretariat for Economic Reforms receives the 2025 Antitrust Writing Award in recognition of its innovative regulatory proposals for digital platforms in Brazil

The Secretariat for Economic Reforms (SRE) of Brazil’s Ministry of Finance has been internationally recognized for its technical excellence in competition policy by winning the 2025 Antitrust Writing Awards, in the Soft Law & Studies – Americas category. The awarded report, titled “Digital Platforms: Economic and Competitive Aspects and Regulatory Recommendations for Brazil”, presents forward-looking regulatory proposals to address the challenges posed by large digital platforms.
The award is organized by the Competition Law Center at George Washington University Law School and the independent publisher Concurrences, both leading authorities in the global antitrust and competition law community. It is widely considered one of the most prestigious accolades in the field.

“This achievement is a recognition of the SRE’s technical work, which sheds light on the competition challenges presented by major digital platforms. It’s essential for Brazil to address these issues appropriately to ensure that the productivity and efficiency of the digital economy benefit companies, the broader economy, and the population as a whole,” said Alexandre Ferreira, Program Director at SRE, who accepted the award at a ceremony held on April 1 at the National Press Club, in Washington, D.C.
The Brazilian entry competed in the final stage against studies submitted by competition authorities from Canada, Chile, Mexico, Peru, and the Dominican Republic, and won with the highest number of public votes through the official Antitrust Writing Awards platform.
Regulatory Recommendations for Brazil
Spanning 99 pages and published in English, the report outlines proposals to enhance Brazil’s Competition Defense System by introducing new pro-competitive tools and adapting the legal and procedural framework for analyzing mergers and conduct in digital markets.
The study was the result of a comprehensive public consultation process, which gathered over 300 contributions from stakeholders including businesses of various sizes, app developers, fintechs, civil society, experts, and the Administrative Council for Economic Defense (CADE). The report also includes comparative legal analyses from other jurisdictions, economic assessments of Brazil’s digital market, and extensive expert discussions.
According to Alexandre Ferreira, the report proposes two main sets of measures
- The first targets systemically relevant digital platforms, recommending that CADE be empowered to designate such platforms and apply tailored pro-competitive regulations to each case.
- The second set of measures is broader, aimed at the digital economy as a whole, and can be implemented within the current legal framework.
While the first group of measures would require legislative changes, the second can be adopted through existing legal and regulatory instruments.
“The study brings together data and evidence collected through a highly participative process. It analyzes international best practices and charts a path for Brazil to follow in developing and growing its digital economy,” Ferreira explained.
