Brazil’s National Identity Card (CIN) has granted an international recognition, receiving the High Security Printing Latin America award for best identification document. This achievement underscores Brazil’s commitment to modernizing its identification system, addressing long-standing security and efficiency challenges.
The issuance of over 20 million CINs already represents a scale surpassing the populations of several nations, including Switzerland, Singapore, Norway, Denmark, New Zealand, and it is equivalent to 15,8 times the population of Estonia, a nation recognized as advanced in identification technology, demonstrating the ambitious scope of the Brazilian project.
This week, the Brazilian government further solidified its commitment to this transformative project by formalizing the infrastructure for CIN issuance through the publication of Resolution Nº 21. This resolution establishes the Federal Biometric Service, a crucial component that will identify and verify CIN applicants biometrically, ensuring the integrity of the system. This initiative is a major step towards building a robust Digital Public Infrastructure (DPI) for civil identification in Brazil.
The CIN’s innovative features, including biometric validation, integration with the GOV.BR digital services platform, and its unified national registry, they are structured to revolutionize how Brazilians interact with public and private services.

Modernization and International Recognition
On June 7, 2024, the CIN received the High Security Printing Latin America award as the best identification document in the region. This recognition highlights Brazil’s efforts to modernize its identification system, overcoming historical challenges of security and efficiency.
For Célio Ribeiro, president of ABRID and InterID, the CIN is a document that guarantees citizenship, security and full access for citizens to their rights.

“This award refers to the technical quality of the document. It was an important project constructed step by step with the engagement of qualified technical team, from several public institutions, and support from the specialized identification industry”, he declared.
Among the innovations incorporated are the QR Code for authenticity verification, the MRZ area – Machine Readable Zone – that allows its use as a travel document under international agreements, the use of biometrics for document validation, and other security elements in the physical document, such as UV ink and microtexts, which hinder counterfeiting. In addition, integration with GOV.BR expands access to digital services.

GOV.BR and Digital Integration
GOV.BR is the official Brazilian government platform for accessing digital public services, currently with over 157 million users. The CIN is integrated into this ecosystem, allowing citizens to use the digital version of the document with the same legal value as the physical one. With the use of the CIN and the GOV.BR platform, Brazil is building a Digital Public Infrastructure (DPI), aiming to ensure security, integrity, and efficiency in the provision of public and private services.
Social and Administrative Impact
The CIN unifies the national registry by adopting the Individual Taxpayer Registry (CPF) as a single identification number, eliminating the possibility of multiple registrations in different states. This advancement improves the accuracy of administrative records, reduces fraud, and enables the proactive delivery of public services, such as automatic notifications about social benefits or educational guidance.

The Minister of Justice and Public Security (MJSP), Ricardo Lewandowski just got his CIN in January 2025 as millions of Brazilians who have already requested the new National Identity Card (Carteira de Identidade Nacional – CIN).
“The CIN will facilitate the exercise of basic citizen rights, while also protecting them against possible fraud,” the minister declared.
The Federal Government expectation’s is that 130 million documents will be issued by 2026, when the possibility of issuing the state records will be eliminated. According to the Minister Lewandowski, it is not uncommon for criminals to have several documents produced in different States in Brazil. “They issue this document in different states, because there is no crossing of data among the states allowing them to commit all sorts of crimes using this official document, especially financial fraud in the virtual world” Lewandowski emphasized.
For Ribeiro, the national integration of the database is essential. “National integration with the construction of the Digital Public Infrastructure for Civil Identification, through the CIN database will be the greatest security and citizenship tool in the country, enabling benefits and agility in people’s relationships, at transactions with the public and private”, he highlighted.
The CIN adopts the CPF as a single identification number for all federative units. With this, it structures administrative records, expands public safety checks, and reduces the possibilities of fraud.
The document can also include other information, such as Título de Eleitor and Carteira de Trabalho. The validity is 10 years and the first issue in paper is free.
The technology adopted allows different areas of the government to act in an integrated way to meet all the needs of citizens, from birth. In addition, identification data follows a real-time flow to all identification agencies, with error reduction.
According to Antônio Maciel, president of CONADI – Conselho Nacional dos Dirigentes de Orgão de Identificação Civil e Criminal – National Council of Heads of Civil and Criminal Identification Agencies, which brings together the 28 Identification Institutes existing in Brazil.

Congresso de Cidadania Digital 2025 – Brazil at the Vanguard of Digital Identification

The 2024 event was attended by the Minister of Management and Innovation in Public Services, Esther Dweck, Rogério Mascarenhas, Secretary of Digital Government at the Ministry of Management and Innovation in Public Services of the Brazilian government, among other authorities.
The Congresso de Cidadania Digital taking place on September 23, 24 and 25, 2025, in Brasília, it will bring together experts and authorities from the sector to debate digital transformation in Brazil, with a focus on national data integration.

The event, which has several institutional sponsors and supporters, is an opportunity to discuss the future of identification in a country with continental dimensions like Brazil and which presents great diversity in its population distribution such as urban communities, indigenous peoples and rural workers.
The National Integration will be the prominent theme for 2025. In addition to debate on digital public infrastructure, the modernization of civil identification, the pact for neonatal and child identification, and the development of platforms that expand access to public rights and services.

Neonatal Biometrics and Security
The congress will also address the use of neonatal biometrics, already used in some Brazilian hospitals to issue the CIN of newborns, ensuring identification from birth and protecting against child abduction.
